
Recently, the European Commission announced a “AI Continent Action Plan” aimed at strengthening the EU’s artificial intelligence (AI) computing infrastructure.
AI Continent Action Plan includes five core initiatives: building large-scale AI data and computing infrastructure, increasing access to vast amounts of high-quality data, developing algorithms and promoting the adoption of AI in strategic sectors within the EU, enhancing AI-related skills and talents, simplifying regulations.
The EU stated that it will mobilize Euro 20 billion for AI plan to build up to five AI super factories across the EU, which will house supercomputing and data centers. Compared to current infrastructure, their training throughput will be four times greater.
In addition, the EU plans to allocate another Euro 10 billion to establish at least 13 smaller-scale AI factories by leveraging its world-leading supercomputing network. The intention is to support startups, industries, and researchers in developing cutting-edge AI models and applications, with operations expected to begin in 2026.
In this plan, the top-performing AI supercomputers in several EU AI super factories will be equipped with up to 25,000 high-end AI processors. Each super factory will have more than 100,000 high-end AI processors.
